What is Continuous Insurance Enforcement (CIE)?

Answer:

It used to be an offence to use a vehicle without insurance, but from March 2011, when Continuous Insurance Enforcement (CIE) came into effect, it is an offence to keep a vehicle without appropriate insurance, unless you have made a valid Statutory Off Road Notification (SORN) to the DVLA.  The DVLA will issue fixed penalties to the registered keeper of cars where they are uninsured and not declared as being off the road.
